COCC Program at Deer Ridge Correctional Institution
The Oregon Department of Corrections has contracted with Central Oregon Community College to provide educational services to inmates.
COCC provides Adult Basic Education classes and GED test preparation as well as offering a college credit program in welding.
Deer Ridge has been offering summer classes in Small Business Management.

Janet Narum, Director of Education. (M.S. in
Administration of Justice and Security, B.A. in English from Washington State
University.) Previously the founding Executive Director of the
S.T.A.R. (Successful Transition And Reentry) Project in Walla Walla, WA.
She was also an Offender Change instructor for Walla Walla Community College at
the Washington State Penitentiary. She was the Education Director for
Blue Mountain Community College at Eastern Oregon Correctional
Institution. Most recently. She worked for four years for
Department of Corrections in Salem as Training Development Specialist organizing
new employee training, contractor training, and annual training.
Tucker Bauman, Welding program Director, built the welding shop and developed a work-based welding program that will meet industry standards and provide training for employment. Bauman worked at Brightwood Industries for many years and has completed his Associate's degree at the Manufacturing and Training Center at the Redmond COCC campus. Mr. Bauman also teaches on the Madras COCC Campus.
Angelina Ptomey, Adult Basic Skills and GED Instructor, is an Oregon State graduate with a bachelor's degree in Human Development and Family Science and is currently working towards her master's in Higher Education Administration.
Billie Stedman, Adult Basic Skills and GED Instructor, holds a BS in Elementary Education / Special
Education Northern MI University, MAT St. Mary University. She has 25 years of experience dedicated to
instruction (public school and community college). Most recently, she has worked for Deer Ridge
as a GED Examiner for one year and as a part-time GED Instructor for two
years. She has instructed the Allied
Health Medical Terminology classes at COCC as a part time instructor for four
years. "Educating the mind without educating
the heart is no education at all"
Anita Goodwin, is a part-time ABE Instructor. She earned her
Master’s Degree in Elementary Education , B.S. in Elementary Education and B.A.
in German and Geography. Anita taught third grade in Georgia for nine years
before moving to Oregon where she has taught language classes and
kindergarten as well as worked as a substitute teacher as various grade levels.
Cheryl Britton, Administrative Assistant. Cheryl has works for
COCC at Deer Ridge as an Administrative Assistant. Prior to
moving to Oregon, she worked for Farm Credit West in the Loan Accounting
Department for 10 years. She earned her AS degree in Business Management from
Yuba College in California. She lives with her husband Mike, her dog Gia and
Julie A. Riel, is the Testing
Coordinator. Julie has an extensive
background in leadership and management. She is a retired Federal
Executive with over 32 years of experience in public administration. Most
of her career while employed by the U.S. Department of Energy included
management and oversight of business operations at offices located in Seattle,
Washington and Golden, Colorado. She specifically had direct management
control over human resources, budget and finance, information technology and
space/logistical services. At the time of her retirement, she managed a
workforce of approximately 132 professional staff and an annual operating
budget of $2.2 million.
Ms. Riel holds a Bachelor’s
of Science degree in Business Education from Oregon State University (1979) and
a Master of Arts degree in Adult Education and Distance Learning from the
University of Phoenix (2003).
