Parking Rules and Regulations

I. General Statement

A. All students and staff who intend to operate motor vehicles on campus are required to register them and display a registration permit on the vehicle.

B. For the purpose of these regulations, the term "motor vehicle"includes automobiles, trucks, motorcycles, motor scooters, motorbikes, and any other motor-powered vehicles.

C. Central Oregon Community College assumes no responsibility for care and/or protection of any vehicle or its contents at any time during which it is operated or parked on the campus or other College property. Vehicles should be locked when parked on campus.Valuables (handbags, wallets, stereo & camera equipment,phones, etc.) should not be left in plain view inside the vehicle.

D. The individuals to whom the permit is issued or registered shall be responsible for all parking/traffic violations of the vehicle regardless of who is operating the vehicle. The permit holder shall advise all drivers of the vehicle the policies of the College regarding campus traffic and parking - particularly where the vehicle is authorized to park.

E. A bonafide visitor is any person other than staff or students,parking a non-registered vehicle on campus. At no time are staff and students considered visitors for purposes of parking a vehicle on campus.

F. All state and local laws governing movement, operation, and parking of vehicles shall apply on College property. On special occasions and in emergencies, parking and traffic limitations maybe imposed by the College as required by the conditions which prevail.

G. Vehicle Accidents:
All accidents involving moving vehicles which occur on College property must be reported immediately to the Campus Services Office.

H. Speed Limit:
The speed limit on campus and on College Way is 20 miles per hour.This regulation is strictly enforced by the Campus Patrol on campus and by the Bend Police Dept. on College Way.

I. Speed Inhibitors:
Students recommended the "speed bumps" for pedestrian safety.Reduce speed when negotiating.

J. Parking Authority:
Authority to establish regulations covering the policing, control and registration of motor vehicles is found in ORS 341.300.

K. Abandoned Vehicles:
Abandoned vehicles remaining on College property more than 48 hours can be removed at owner's expense. If a vehicle becomes inoperable on campus, leave a note on the windshield and notify the Campus Patrol and/or Campus Services.

II. Parking Areas

A. Available Parking Space:
The registration of a motor vehicle does not insure availability of parking, but it does grant the privilege of parking in a specified area when space is available. A map indicating parking areas is on pages 4 and 5. The responsibility for finding legal parking space rests with the motor vehicle operator. Lack of space is not considered a valid reason for violation of parking regulations.

B. Guest Zones:
Guest zones are available at the Boyle Education Center, Metolius Lot A, and Grandview Student Center Lot G. Guests parking on campus for more than one (1) hour will display a valid Guest Parking Permit from a College Department office. Guest permits will be displayed on the driver's side of the vehicle dashboard. Campus visits by 20 or more guests should be reported to the Campus Services Office prior to their arrival. A guest is a person who is not a student, staff, or faculty member with a vehicle registered during the academic year.

C. Staff and Student Parking Areas:
These parking areas are indicated by parking signs and by designations on the campus map. Each person driving a vehicle on campus is responsible for becoming familiar with the map and the proper parking areas. Students are excluded from parking in any lot, area or space unless it is designated for students.

D. Loading/Unloading:
Faculty parking areas may be used by vehicles to temporarily park while loading if not blocking driveways or other vehicles.Loading/unloading is limited to 10 minutes. Persons using the seareas must leave flashing lights on to indicate loading to the traffic officer. Vehicles used for loading/unloading without the use of flashers and/or exceeding 10 minutes will be cited.

E. Residence Hall (Juniper Hall) Parking:
Reserved parking is available for Juniper Hall residents at the rear (east) of the building. Residents should obtain a special student parking permit stamped with the letter "J" to park in this area. Juniper Hall residents should not park in Lot G (between the Student Union and Juniper Hall) unless snow conditions are such that it prevents access to the rear of the residence hall. This takes the space of visitors and other students who cannot park behind the residence hall.

F. Restricted Parking Areas:

1. Along curb areas anywhere on campus other than designated parking spaces.

2. Fire Zones, no parking zones, handicap zones, yellow zones.

3. Non-designated parking areas (non-paved or graveled areas,landscaped areas, painted walkways, etc.).

4. Other illegal parking as designated on the campus map or by signs and painted areas.

5. The east Boyle Education Center lot and the Metolius Lot A are restricted to authorized staff and guests only.

6. The north side of Boyle Education Center is restricted to authorized staff.

7. No parking in roadway.

G. College Way:

College Way is a city street and is governed by city traffic laws.Citations received for violations on College Way are payable to the Bend City Police Department. Reduce speed when negotiating speed bumps on College Way. Pedestrian zones are restricted 24 hours a day.

H. Disabled Parking:
Reserved disabled spaces are available for anyone with state disabled license plates/state disabled parking permit. Vehicles displaying these plates/permits must be driven by the disabled person or have the disabled person as a passenger. These vehicles are subject to the same parking rules and regulations when not parked in a parking space/area designated for disabled persons..

I. Bicycle Parking:

Bicycle racks are provided at the following locations: 
  • Boyle Education Center
  • Campus Center
  • Library
  • Mazama Recreation Center
  • Metolius Hall, north of parking lot
  • Pence Hall
  • Pioneer Hall
  • Ponderosa Hall

No permit is required, but licenses for theft prevention are recommended and may be obtained from the Bend City Police Department.

J. A small number of motorcycle parking spaces are available at the following locations:

• Metolius Hall 
• Boyle Education Center 
• Bookstore 
• Grandview Hall

K. If you have special parking needs on a short- or long-term basis, please notify Campus Services.

III. Registration/Permits

A. Staff and students must register all vehicles brought onto campus.

B. Permits are free and may be obtained at the following locations:for students, Boyle Education Center; for faculty, Campus Services Office.

C. New license numbers obtained for vehicles already registered shall be reported to the Campus Services Office within three working (3) days after placing the new plates on the vehicles.

D. Location of Permit:
Permits are to be permanently affixed to motor vehicle so that they are clearly visible on the left rear bumper or window. Motorcycles and motor scooters must have the permit permanently affixed in such a manner that it can be easily seen. (Note: Permits may later be removed with a hair dryer or cleaning solution.)

E. Failure to display a parking permit and the improper display of permits constitutes a violation by the operator of the vehicle.Taping or clipping of the permit to the vehicle is not considered as being permanently displayed.

F. Should a parking permit become mutilated or obliterated in anyway, a new vehicle permit must be obtained.

G. Parking permits are not transferable from person to person nor vehicle to vehicle. If a vehicle is sold, traded or becomes inoperable, it is important to remove the permit and contact Campus Services for a new permit within 24 hours.

H. Registering your vehicle not only is required but helps college personnel monitor who parks on the campus which contributes to the safety of everyone on campus. Also, should there be an emergency with your vehicle or if you need to be contacted, you can be located through your parking permit.

IV. Disciplinary Action

A. Citations will be issued for failure to comply with these regulations.

B. The Registrar will be asked to withhold registration materials or grade transcripts of students who have failed to meet their just financial obligations to the College, including non-payment of traffic and parking citations.

C. Impounding and Towing:
A vehicle owner/operator who receives three (3) traffic/parking citations, paid or unpaid, within the academic year is subject to impoundment or towing of the vehicle and will not be allowed to park on campus for the remainder of the year. Vehicles are towed away at the expense of the owner/operator.

D. Payment and Appeal of Citations:
All penalties for violations must be paid at the Cashier Station,Boyle Education Center. Citations become delinquent seven (7)working days after issuance. Violators may mail payment (ticket must be included) for fines directly to the Cashier, Boyle Education Center, 2600 NW College Way, Bend, OR 97701. Fines willbe reduced if paid within seven (7) working days.

V. Appeals of Citations

A. All COCC citations issued to persons may be appealed to the Citations Appeals Board. City citations must be appealed to the Bend Municipal Court.

B. Appeals of Citation:
Citations Appeals Board has the responsibility of judging most(disabled and city citations excluded) traffic and parking citation appeals. If you believe the citation you received was unfair, or that there were extenuating circumstances which should be considered, you have the right to appeal your citation. Appeal forms are available at the Campus Services Office,the ASCOCC Student Government Office in Grandview, and at the cashier station in the Boyle Education Center.

Appeals Procedure is as follows:

1. Obtain an official appeals form at one of the previously listed offices.

2. Fill it out completely.

3. Attach a legible copy of the citation to the appeals form.

4. Keep a photocopy of the citation and the appeals form for your own records.

5. File the completed appeal forms with Citations Appeals Board.

6. COCC's Citations Appeals Board will review all appeals received.If you wish to be present, you must attend at the scheduled time and so indicate on your appeals form.

7. The Traffic Appeals Board will notify you by mail of their decision within 2 weeks (14 days) of it being reviewed.

8. You are encouraged to pay your fine within seven days of issuance in order to take advantage of the reduction in charges ($5off each infraction). If your appeal is approved, your payment will be refunded by the cashier.

9. All fines must be paid by the end of each term or transcripts will be withheld until payment is received.

10. All fines must be paid at the Cashier Station, Boyle Education Center, during regular business hours or by mail.

VI. Campus Patrol Emergency Phone Number
Call the COCC security cell phone at 408-2418. If it is an emergency, call 911.

VII. Special Information

A. If, at anytime, you have questions about parking rules and regulations contact the Campus Patrol or Campus Services at383-7775. Campus Services is located in the modular building adjacent the Physical Plant. Please refer to the map on pages 4 and5.

B. Winter driving on ice and in snow can be a real challenge on COCC's campus. The Campus Patrol and Campus Services have information about winter driving that will help you.

C. The Campus Patrol enforces parking rules and regulations and issues parking citations. It is also available for information and assistance.

D. This is your campus, and we want your experience here to be a pleasant one. Please report any suspicious activity or acts and any safety hazards immediately. We ask for your participation in keeping a safe campus. In an emergency, remember to always call 911first.

E. Pets are not permitted on campus except for service dogs.

F. Time mismanagement is one of the primary reasons for illegal parking on campus. Please allow enough time to find a legal parking space. Being late is not considered a valid reason for violation of parking regulations.

G. Although parking space is limited on campus, there are still many spaces available that require only a short walk. Lot N, behind Boyle Education Center and the Library parking lot allow generous parking spaces without any time limit.

H. More parking is available near Cascades Hall.
