Norton's Internet Security (NIS) software has a feature called Ad Blocking which by default very aggressively examines web content and blocks information that it suspects (often incorrectly) to be advertising related (related article).
To disable Norton's Ad Blocking feature see the disabling instructions posted here by Symantec for help.
To reconfigure Norton's Ad Blocking to allow all content on web sites such as COCC see the creating rules instructions posted here by Symantec for help.
